General Rules

1.        Please read all the rules and regulations carefully. Take note of the special rules listed under each division.

 

2.        All entries in the various divisions of the Creative Homemaking Department will be subject to the General Rules and Regulations as set forth by the Board of Directors of the Fair Association. The management reserves the right to amend or add to these rules as it, in its judgment, may deem advisable.

 

3.        Exhibitors must be a Colorado County resident or a  property owner in Colorado County to enter items in the  Creative Homemaking Department. All items entered must have been crafted by  the exhibitor. Items not complying with this qualification will constitute fraud. The individual will be disqualified and will forfeit all  privileges and awards.  Please note, youth do not need to be a member of 4-H, FFA or FCCLA and adults do not need to be a member of any organization to participate in the Creative Homemaking Department competition.

 

4.        All protests must be made in writing and accompanied by a fee of $50.00,   which   will be refunded   if protest is sustained. Such   protest   must   state plainly the cause of the complaint  or appeal  and   must   be presented to  the  Department  chairperson   immediately  after   the  occasion for such protest.

 

5.        All entries must have been completed/constructed/grown since the 2008 fair. Exception to the rule is Division X – Make It Texana! – Section B, Division XI – Collectibles, Division VIII – Horticulture, Division IX – Produce – Group 2, Division XII –Country Style Quilt Contest, and Division XIII – Go Texan Quilt Contest.

 

6.        All entries must be clean and in good condition.

 

7.        Unacceptable entries will be disqualified by the Department Chairperson and the Division Chairperson.

Age Divisions are as follows:

 

   Youth – Primary – Ages 4 – 8

   Youth – Junior – Ages 9 – 13

   Youth – Senior – Ages 14 – 19

   Adult – Ages 20 and Older

 

9.        There will be no limit in the number of entries allowed per individual. Please read the special rules for each division.

 

10.     Each person entering items in the Creative Homemaking Department MUST complete and sign an entry form. Signing the entry form constitutes an agreement by the exhibitor to follow all the rules of the Creative Homemaking Department. ANY EXHIBITOR NOT ADHERING TO ANY RULE(S) OF THE DIVISION MAY BE BANNED FROM FURTHER PARTICIPATION IN THE CREATIVE HOMEMAKING DEPARTMENT.

 

11.     The entry fee for all exhibits is $1 per item with the exception of Division X – Collectibles, which is $2.  Please note the special rules in each division.

 

12.     The deadline to enter is August 28, 2009. There is NO refund on entry fees. NO substitutions allowed. (Paid entry forms will be accepted August 1 – 28, 2009.)

 

13.     Late  entry   fee  is  $2 per  item in all Divisions with   the  exception  of  Division X - Collectibles,   which   is   $4. Late entries will be accepted August 29 - September 10, 2009. ReminderNO late quilt entries accepted.

 

14.     Please make checks payable to the Colorado County Fair Association. Returned checks will be assessed a $50 fee.

 

15.     Any exhibitor entering 16 or more QUALITY items in the Creative Homemaking Department of the Fair will receive a free season pass at check-in time. Youth entering 16 items or more may choose either a season pass or a carnival wristband.

 

16.  Exhibitor tags will be issued when entry forms are returned to the Colorado County Extension Office. Each exhibitor must complete his or her own tag. Extension

Office is located at 316 Spring Street in Columbus, Texas. (Entry forms/entry fees

       may be mailed to the  Extension office at 316 Spring Street, Columbus, Texas  

       78934.  Every effort will  be made to mail   the     exhibitor  tags to

      exhibitors but the  right is  reserved  to  distribute  exhibitor tags

      at check-in.)

17.  NO substitutions will be allowed.

 

18.  Pictures of all the homemaking department winners will be taken at 3 PM on Sunday, September 13, 2009.

 

19.  Exhibits must be removed Sunday, September 13, 2009 from the hall between 4:00 and 5:00 PM. Please Note -   All exhibitors MUST sign out their entry with the   proper division chairman. NO early release of exhibits.

 

20.  The Creative Homemaking Department will not be responsible for any item(s) or awards not picked  up by 5 PM.

 

21.  All entries will be awarded blue, red or white ribbons. A Best of Section rosette will be awarded to the best blue ribbon entry   in   each section. The Best of Sections will compete for Grand   Champion and Reserve Champion rosettes in each age division.

 

22.  Exhibitors are not given free entrance to the Colorado County Fair to check on their entries. For gate fees, please check the Fair website at www.coloradocountyfair.org. Exhibitors are asked to support the Fair queen candidates by purchasing season passes from their favorite candidate.

 

 

DIVISION I - STITCHERY

Techniques include knitting, crocheting, appliqué, hand-stitching, tatting, etc.

 

NOTE - Items will be judged on individuality of design, color and texture harmony, technique appropriate for design, workmanship on finish of article (includes back), and suitability of article for purpose.

  4. Exhibit creates an awareness of a problem, product or practice.

DIVISION IV – WEARING APPARREL

1.    All entries must be clean and pressed.

2      Sections A – C entries must be on a coat hanger. The use of hangers is optional for Sections D – G.

 

NOTE – Garment will be judged on   the basis of    general appearance, accurate cutting, and quality of construction techniques, suitability of fabric and relationship of color, texture and style.

SPECIAL RULES

1.     There will be NO primary age division in Food Preservation.

2.     ALL canned products must be exhibited in standard type quart, pint,

or half-pint jars. Standard jars are those with the brand name tempered on the side or bottom of jar.

  1. Vegetables, fruits and pickles must be in quart or pint jars. Jams, jellies and preserves must be in pint or half-pint jars.

3.     Mayonnaise and odd-shaped jars will not be accepted.

4.     Jars must be clean, unchipped and have good, rust-free lids and rings.

5.     Do not use paraffin.

6.     Jars that are not sealed will be disqualified.

7.     Vegetables and fruits will be judged on general appearance, uniformity of size, clarity, etc. and will not be opened.

8.     Jars with mold in them will be disqualified.

9.     Entries not meeting any of the above stated standards will be disqualified by the division chairperson BEFORE judging.

10.  Write name of item on entry tag (Example: Preserves – Fig.)

2.     All loaves of bread must be in a plastic bag and must be a minimum of 4”x8” in size.

3.     All other entries must be on a disposable firm base such as foil-covered cardboard, aluminum pie pan, paper plate, etc. and covered with a transparent plastic wrap or zip lock bag where appropriate.

4.     All cookies, candies, rolls, biscuits, doughnuts, etc. entered must consist of 15 items with three of the items    wrapped separately and attached to the top of the entry by exhibitor.)

5.     No entry should be cut prior to judging. After judging, one slice must remain on display. The remainder will be sold as a donation to the fair.

6.     NO baked goods will be accepted that require refrigeration.

NOTE: Items will be judged on appearance (uniformity, color, shape), texture (appropriate for each item), and taste.

SPECIAL RULES         

1.     Decorated baked confections will be judged on appearance only.

2.     Artificial cake forms will be permitted. There is no need for an individually wrapped item (cookies/cupcakes) as required in Division V – Baked Confections.

3.     Grand and Reserve Champion will be awarded in the professional, amateur adult and youth divisions.

 

NOTE: Items will be judged on appearance (balance, color, harmony, consistency of pattern), neatness (texture of icing, uniformity of repeat

pattern) and artistic quality (over-all eye appeal and originality).

 HORTICULTURE

Items will be accepted Wednesday, September 9, 2009 from 3:00 to 6:30 PM. Specimens will be accepted Thursday, September 10, 2009 from 8:00 – 9:00 AM. (Please turn in completed specimen entry card at this time. This is not considered a late entry – entry fee is $1 per   specimen.) Judging will be held Thursday, September 10, 2009 at 9:30 AM.  Entries will be released Sunday, September 13, 2009 at 4 PM. NO early release of exhibits.

 

NOTESpecimens will be judged on cultural perfection (form, color substance, abundance of bloom, size according to species or variety, foliage and stems). Potted Plants will be judged on cultural perfection, size according to variety, color, form, substance or texture of bloom and/or foliage and grooming. Floral Design   will    be judged on outline of design, smooth lines, focal point, size and types of plant materials, visual balance/stability, color, construction and workmanship and size, shape, color and material of container.  Plants in Unusual Containers will be judged on general appearance, size according to variety (balance), color, form, substance or texture appropriate and uniqueness of container.

 

SPECIAL RULES

1.     All   plants   must   have   been in the   possession   of the exhibitor at least 90 days or more prior to the Fair.

2.     Cut specimens must be displayed in a clear bottle.

3.     All entries must have the common name of the plant on the exhibitor tag.

4.     Only amateur growers will be eligible to exhibit.

 

5.     Any plant deemed unworthy of an award will be disqualified by the chairperson of the division.

6.     Each exhibitor is responsible for the grooming/care and watering of his/her plants.

7.     ALL EXHIBITS MUST BE FREE OF DIRT, DISEASE AND INSECTS. Exhibits not complying will be disqualified.

DIVISION IX – PRODUCE

Group 1 and 2 produce entries will be accepted Wednesday, September 9, 2009 at 3:00 PM – 6:00 PM with the Youth Produce Knowledge

Contest to follow at 6:00 PM.  Those not competing in the Youth

  Knowledge Contest may bring produce on Thursday, September 10, 2009 from 8:00 AM to 9 AM. Judging will be held on Thursday, September 10, 2009 at 9:30 AM.  Entries will be released Sunday, September 13, 2009 at 4 PM. NO early release of exhibits.

SPECIAL RULES

1.     There will be NO primary age division in Produce – Group 1. Group 2 competition is open to youth only- primary, junior and senior youth.

2.     Indicate variety on entry tag in Group 1 and 2 if possible.

3.     ALL items must be displayed in a decorative manner. (Exhibitors may use size-appropriate plates, baskets, boxes, etc. with cloth, shredded paper, etc.)

4.     The number listed in each section is the specific number that constitutes an entry of that particular produce.

5.     In the event, five entries of one plant-type produce are entered, these will be judged as a variety section within Groups 1 and 2 providing there is not a specific section in place.

6.     Exhibitors will be allowed to replace produce during the course of the Fair to keep the exhibit looking fresh.

GROUP 3 – PRODUCE KNOWLEDGE CONTEST

1. The objective is to encourage youth to understand the healthful  

   Effects of produce and learn how to select quality produce.

2. Youth may choose to enter homegrown produce or purchased produce for the knowledge competition using the guidelines listed in Groups 1 and 2.

3. There is no entry fee to enter contest.

4. Judging will be held on Wednesday, September 9, 2009 at 6 PM.

5. Youth will be judged on knowledge of produce exhibited.

b.    Knowledge of nutrients in produce selected.

c.     Food safety concerns in selection of produce.

d.    Dietary/lifestyle choices.

6.     Youth will interview with a panel of judges. There is a time limit of 7 minutes per contestant. A three-minute oral presentation is required of junior and senior participants. (Primary age contestants will be judged on questions only.) The judges will use the balance of time allowed to ask questions that were not covered in the oral presentation. To start the interview process, each participant will introduce him/herself to the judges with his/her name and the

 

7.     produce entered. Following the introduction, each participant is   allowed   a   maximum of three minutes to present information based on items listed in #5. No handouts or visuals may be used with the oral presentation.        

8.     First, second and third place   awards   will be presented to youth in each age division: primary, junior and senior. 

Please note placing in the Produce Knowledge Contest will not earn points for the Youth High Point Award.

GO-TEXAN QUILT CONTEST

NOTE: If Go-Texan items are entered in Division XI – Country Style Quilt Extravaganza, there will be no entry fee. However, if the Go-Texan items are not entered in the Division IX, there will be a $1 entry fee.

 

Beginning in 1985, Houston Livestock Show and Rodeo held a contest to determine which of the area Go-Texan Counties has the best quilters. The 2009    Colorado    County    Fair is sponsoring a quilt contest again this year so that the county will have an entry in the 2010 Houston Livestock Show and Rodeo.

 

The following rules apply to the Colorado County Fair Go-Texan Quilt Contest and to the Houston Livestock Show Contest.

1.     Only colorfast fabrics that have been pre-shrunk are to be used in the quilts entered in the contest. Fabrics should contain no more than 50% of any synthetic fiber.

2.     Quilt entered must be constructed within Colorado County, within the

past two years. There may be only one entry from Colorado County.

3.     Quilts kits may NOT be used. No paint of any type may be used anywhere on the quilt. No pre-printed quilt cloth (cheater cloth) may be

4.     used. No photo transfers may be used on the quilt. Quilter’s ink WILL be acceptable.

5.     Quilts may be made either by an individual or by a group of quilters.

6.     Quilts may not be entered in this contest more than one time.

7.     Maximum size permitted: 102” x 102”. Smaller quilts and wall hangings will be accepted (see rule #8 for wall hanging division size requirements).

8.     Quilts MUST be clean in good condition. Soiled quilts will be rejected.

9.     Quilts may be appliquéd, pieced, or any combination of quilting

10.   techniques. Piecing of the quilt may be done by machine; but all quilting must be done by hand.

XIV – THE COUNTRY STORE

Hand crafted items will be accepted at the Country Store on Wednesday, September 9, 2009 from 3:00 to 6 PM, and Thursday, September 10, 2009 from 8 to 9 AM. (Please note baked confections special rules.) Sale items will be released Sunday, September 13, 2009 at 4 PM. NO early release of sale items.

 

  SPECIAL RULES

1.     To sell items in the Country Store, sellers must enter at least one item in the Creative Homemaking Department of the Fair.  All items must be hand crafted. Items may be original creations or crafted from kits. (Clubs/organizations with a tax ID number may sell items through the Country Store.) Business cards cannot be attached to or stamped on sales tags. Business cards may not be distributed in the Country Store.  New for 2009 – Youth ages 8-18 may sell hand crafted items in the Country Store.

2.     Items listed in the Creative Homemaking Department catalog may be sold in the Country Store with the exception of plants.  Preserved

3.     items must meet the specifications of the Food Preservation Division.  Sale items not meeting the division standards will not be accepted by the Country Store chairperson. Country Store chairperson decision is final.

4.     Sale items must have a sale tag (provided by the Fair) attached with the following information:

  1. Seller’s number and name
  2. Sale price
  3. Name of item

5.     Sales inventory sheets are available from the County Extension Office.

6.     Sale items must be entered on the sale sheet in    numeric order for use by Country Store Chairman.  The numbers of the sale  item   and the sales sheet must correspond.

7.     A uniform pricing procedure will be strictly enforced. Items are to be priced in increments of 50 cents. Items not in compliance with this rule will be rejected.

7.   Check-in procedures are as follows:

        A. Items MUST be tagged and priced BEFORE presented at check- 

             in table.

        B. Items must be boxed. A list of sale items in the box must be

             visible on the outside of the box.

  1. Items will be put on display by Country Store chairperson(s) - not sellers.

8.     Twenty percent (20%) of the  sale     price of   all     items (including

Champion entries) sold in the Country Store will go to the Colorado County Fair Association. The remaining eighty-percent (80%) will go to the seller.

9.     Payment will be made only on those items which stubs have been collected.

10.  The money derived from the sold items will be paid to the sellers by check from the Fair Association within 45 days of the close of the 2009 Fair. Any checks not cashed within 30 days after issuance will be void.

11.  Items not sold MUST be picked up on Sunday, September 13, 2009   from   4:00 to 5:00 PM. NO early release of items.  

12.  Check-out Procedure: Items MUST be checked out through the required procedures or payment may be delayed. If sellers cannot       pick up the unsold items at the designated time, SELLERS must         designate someone to pick up the items. The Country Store        chairman must be notified in writing the name of the designee who        has been designated by the seller to pick up said items. The Fair will

      not be responsible of items not picked up.
