COLORADO COUNTY FAIR
GENERAL RULES AND REGULATIONS
All exhibitors should carefully read the following rules and regulations, as they will be strictly enforced.
1. The 2008 Colorado County Fair dates are Thursday, September 11 through Sunday, September 14, 2008 (4 days).
2. The Colorado County Fair Association reserves the right to postpone or extend the Fair, in part or whole, for any reason which may be deemed necessary. No refunds.
3. Official opening and closing times for the Fair will be posted.
4. Members of the press are invited to attend the Fair. Proper credentials must be presented at Main Fair Gate.
5. Presidents and Secretaries/Managers of adjacent Fairs are sent invitations by mail. Fairs not currently on the Colorado County Fair courtesy list may request admittance by contacting the Colorado County Fair President. Tickets will be sent to the mailing address of the fair requesting admission.
6. Exhibitors must be Colorado County residents or property owners in Colorado County to enter items in the Art and Special Events Departments. Exception to the rule is the Fair Parade.
7. Ample security will be kept day and night. Anyone not cooperating with security personnel or fair officials in all matters of policy may be removed from the grounds.
8. The Colorado County Fair Association will not be responsible for any loss or damage to animals or articles of any kind while on the grounds or in transit to or from the fairgrounds from any cause whatsoever. (No pet or animal on leash is allowed on the grounds unless the animal is registered for one of the programs in the Fair or to assist the disabled).
9. The Colorado County Fair Association reserves the right to change rules if deemed necessary.
10. Any case not provided for in the foregoing rules or in the several department rules will be referred to the Fair Association for a decision.

FINE ART CONTEST

RULES AND REGULATIONS
General Rules: All entries in the various Divisions of the Fine Art Contest will be subject to the General Rules and Regulations as set forth by the Board of Directors of the Fair Association.
Eligibility: The Fine Art Contest of the Colorado County Fair is open to Colorado County residents and youth attending school within the county.
DIVISIONS
Division I - Pre-School
Division II - Elementary
Division III - Junior High
Division IV - Senior High
Division V - Adult Amateur
Each division will be judged separately. Sculpture will be judged separately from paintings and drawings. Refer to Special Rules for each division.
ENTRY RULES
Entry Forms: Entry forms may be obtained from the chairperson or from the County Extension Office, Potter's Western Store (Columbus), Heinsohn's Store (Frelsburg), Sandy Creek Drive-In (Sheridan), Bernardo Farm & Ranch Supply, Nada Grocery, The First National Bank (Eagle Lake), Larry's Super Service (Garwood), Schulz General Store (New Ulm) and Weimar City Hall. Entries must be turned in to the chairperson or to McDonald Properties @ 602 Walnut (Columbus) no later than Friday, September 5, 2008. Late entries will not be accepted.
Entry Fees:
Adult Fees - $2.00 for single entry; $5.00 for three entries plus $1.00 for each addtional entry.
Youth Fees - 50¢ for single entry; $1.50 for three entries plus 25¢ for each additional entry.
Pre-School - there is no entry fee.
Checks should be made out to the Colorado County Fair Association
Number of Entries: There is no limit to the number of entries.
Eligibility of Entries: Entries must be the original work of the artist. All entries must have been completed within the past year. Work exhibited last year will not be eligible to compete in this year's event.
The exhibitor’s name, address and phone number must be written clearly on the back of the art work.
Size Limitations:
Paintings and Drawings - No work is to exceed 40" X 40" including the mat or frame. No work is to be smaller than 11" X 14" including mat or frame.
Sculpture or Construction Art - No work is to exceed 20" horizontally or vertically, including base.
Matting: All work must be matted or mounted on rigid poster board or on mat board. The mat should be no larger than 2"-3" on all four sides. (Pre-School work should be matted on regular poster board.) Entry tags must be securely placed on the upper left-hand corner of the mat.
Hanging Apparatus: All work must be ready for hanging with wire, cord (not string) or hook, securely attached to the back. Do not affix hanger with any type of tape. (Pre-School work does not need hanging apparatus.)
Sculpture Display: All sculpture or construction work must stand alone on a sturdy base, which supports the weight and size of the work.
Special Rules: Charcoal and pastels should be sprayed to protect work from smearing. No glitter on any entry. All work must be dry. On sculpture or construction there must be no plastic figures, commercial objects or lettering as part of the work. Clay should be fired for stability.
SECTIONS
SECTION A - Paintings and Drawings - Oils, acrylics, alkyds, tempra, water color, gauche, mixed media, casein, collage, crayon, felt markers, pastels, charcoal, pen & ink or pencil.
SECTION B - Sculpture and Construction - Bronze, wood, wire, paper mache, metal, cloth, leather, paper, soap, clay, dough, cardboard, macramé, plaster, or mixed media/
DIVISION RULES
DIVISION I - Pre-School: This division is open to all children ages 1 to 5 who are residents of Colorado County.
DIVISION II - Elementary School: This division is open to any child attending kindergarten through fifth grade at a school in Colorado County. The art work can be done at school or at home but must be original and completed without the help of the teacher or other person.
DIVISION III - Junior High: This division is open to any youth attending Junior High School who attends school in Colorado County. The art work can be done at school or at home but must be original and completed without the help of the teacher or other person.
DIVISION IV - Senior High: This division is open to any youth attending High School who attends school in Colorado County. The art work can be done at school or at home but must be original and completed without the help of the teacher or other person.
DIVISION V - Adult Amateur: This division is open to any resident of Colorado County age 19 years or older. This exhibitor may be a student, hobbyist, or beginner artist, who has received little or no moneys from the sale of their art.
ARRIVAL AND REMOVAL OF EXHIBITS
Entries will be accepted in the Home Ec . / Fine Arts Building at the Ag Complex Wednesday, September 10, 2008 from 3:00 p.m. to 5:30 p.m. All work must remain on exhibit until Sunday, September 14, at 5:00 p.m. All entries may be removed from the exhibit between 5:00 p.m. and 6:00 p.m. on Sunday, September 14, 2008. Pictures of winners will be taken at 3:00 p.m. in the Home Ec./ Fine Arts Building (Exhibit Hall) on Sunday.
JUDGING
Time: Judging will begin at 9:30 a.m., Thursday, September 11, 2008. The exhibit building will be closed to the public until 4:00 p.m. Thursday.
Awards: Each division will be judged separately. Paintings will be judged separately from sculpture. All work will be judged on individual merit.
Pre-School Division entries will be awarded blue or red ribbons. Green rosette ribbons will be awarded to those entries considered finalists for the top awards. A Best of Show and Reserved Best of Show will be selected from the finalists.
Divisions II, III, IV and V entries will be presented blue, red and white ribbons. Green rosette ribbons will be awarded to those entries considered finalists for the top awards. A Best of Show and Reserved Best of Show will be selected from the finalists.
Sale of Items on Exhibit: Any work to be priced for sale will be done so with the aid of the chairperson. Sales will be made through the Country Store. Twenty percent (20%) of the sale price will go to the Fair Association, while the remaining eighty percent (80%) goes to the exhibitor.
WESTERN ART CONTEST

RULES AND REGULATIONS:
1. General Rules and Eligibility: All elementary, junior high and senior high school students of Colorado County are eligible to enter the Western Art Contest of the Colorado County Fair. Inspired by and in conjunction with the Go-Texan activities of the Houston Livestock Show and Rodeo, eligible students are invited to make entries of drawings, paintings, sculptures, and/or constructions. The purpose of this event is to encourage students to study the history of Texas heritage and the culture of the Southwest, which has played such an important role in the development of the agricultural and livestock industries of this state.
2. Divisions: Elementary (PreK-5th), junior(6th – 8th) and senior(9th-12th) level work will be judged separately. Qualifying entries will receive a blue ribbon for first, red ribbon for second, or white ribbon for third place.
A Best of Show and Reserve Best of Show will be selected from the blue ribbon award winners from each of the elementary, junior and senior divisions. Rosettes will be presented to the winning entries from each of those divisions. Finalist ribbons will be awarded to those entries considered for the top awards.
3.Classifications:
Section A - Illustrations
These illustrations may be realistic or abstract pictures of Texas livestock development, ranch life, trail rides, cowboy episodes, or imaginative western scenes. Students may use pencil, tempera, watercolor, oil, crayon, ink, cut or torn paper, collage, acrylics, charcoals, or pastels.
Section B - Cartoons
Cowboys, clowns, animals, or other humorous characters associated with the Fair Parade, or a western scene.
Section C - Sculptures and Constructions
Figures may be constructed of clay, plaster, chicken wire, paper mache, macramé, or other materials. They must be well made and be able to stand alone. Wire sculptures must have a base. Figures should be delivered in separate boxes and be well padded to prevent damage.

NOTE: All illustrations must be matted or mounted on rigid poster board no larger than 2"-3" on all four sides. No framed pieces will be accepted. Unmounted or unmatted pieces will not be accepted for judging. Painting on canvas stretcher frames and work done on wood must have a hook or wire on the back. Entry tags must be securely placed on the upper left-hand corner of the mat.
5. Special Rules: No plastic figures or commercial objects or lettering may be used as part of any picture or construction. All work must be dry. Charcoals and pastels should be sprayed. No glitter on any entry. Clay should be fired.
Each entry must be the student's original idea and work. This must be verified by the signature of that student's teacher or parent if the work is done at home on the Fair Entry Form. Student's name, address, phone number, and grade should be written on the back of each entry.
Number of Entries: An individual may enter each of the three Sections, but will be limited to only one work per Section. If the number of entries exceeds the amount of display space, the chairman reserves the right to randomly select the pieces put on display for judging.
7. Entry and Entry Fees: Preregistration forms may be obtained from the County Extension Office at 316 Spring Street, 732-2530, or at these locations: Potter's Western Store (Columbus), Heinsohn's Store (Frelsburg), Bernardo Farm and Ranch Supply, Nada Grocery, The First National Bank (Eagle Lake), Sandy Creek Drive-In (Sheridan), Larry's Super Service (Garwood), Schulz General Store (New Ulm) and Weimar City Hall. Forms should be mailed or delivered by hand to MacDonald Properties, 602 Walnut, Columbus, TX 78934. Preregistration deadline is Friday, September 5, 2008. There is no entry fee for Western Art. Entries will be accepted in the H.E./Fine Arts Building at the Ag Complex on Wednesday, Sept. 10 from 3:00 p.m. to 5:30 p.m. Late exhibits will not be eligible for judging.
8. Judging and Removal: Judging will begin at 9:30 a.m. Thursday, Sept. 11, 2008. All artwork must remain on exhibit until 5:00 p.m. Sunday, Sept.14, 2008. Entries must be removed between 5:00 p.m. and 6:00 p.m. Sunday, Sept. 14, 2008. Pictures of winners will be taken at 3:00 p.m. on Sunday, Sept.14, 2008.
PHOTOGRAPHY CONTEST

SPECIAL RULES:
1. An entry fee of $2.00 will be charged for each adult photograph entered. The entry fee for youth is $1.00 per photograph. There will be a limit of eight (8) photographs that may be entered per person. There are six sections:
Section A - Amateur
Those who take photographs for their own pleasure, and who have not received money for their photography.
Section B - Amateur Portrait
Section C - Semi-Professional
Those who engage in photography for a profit but not as a full-time occupation.
Section D - Professional
Those who derive the majority of their personal income from photography or photographic services such as teaching, processing, printing or print finishing.
Section E - Youth
Classified the same as an amateur (see previous), but are age 18 or younger.
2. The Photography Contest will be open to residents and property owners of Colorado County or to youth attending school within the County.
3. Entries will be limited to color or black and white prints only. No slides will be accepted. Photographs exhibited in previous years are not eligible to be entered.
4. Adult Amateur entries must be either 8"x10" or 11”x14”. Amateur Portrait and all Semi-Professional entries must be at least 8”x10”, but no larger than 16"x20".
Professional entries must be no larger than 20"x24".
5. Youth entries need not be enlarged. Smaller photographs must be mounted on poster board or matted to a size of 8"x10". Photographs in Section E can be no larger than 8”x10”.
6. No frames will be allowed, except in the Professional Section. All photographs must be matted or mounted on 8”x10” or 11”x14” poster board. Photos do not need to have hangers or string attached for hanging. This will be done by chairpersons. It is recommended that ALL ADULT entries be matted rather than mounted on poster board. Entry tags must be securely placed on the upper left-hand corner of the mat or frame. It is recommended that photos with a date printed on them be matted to cover the date.
7. Each entry must be accompanied by a 2"x3" card (business card size) with the photo title and class number clearly printed on it. This card must be attached to the bottom right-hand side of the entry. The photographer's name may be added after the judging. Youth should put their age in the lower right hand corner of the card.

8. All entries will be judged and awarded blue, red or white ribbons. At the discretion of the judges, a Best of Show and Reserve Best of Show will be selected from the three Adult Divisions, Youth-Primary, Youth-Junior, and Youth-Senior Divisions. These age divisions are:
Youth Primary - 4 to 8
Youth Junior - 9 to 13
Youth Senior - 14 to 18
Adult includes married persons under 18 years of age.
NOTE: Each youth age division will compete separately in the events.
9. The contest chairperson reserves the right to re-categorize photographs where no competition exists.
10. Photography Contest Entry Forms may be obtained from the County Extension Office, Potter's Western Store (Columbus), Heinsohn's Store (Frelsburg), Bernardo Farm & Ranch Supply, Nada Grocery, The First National Bank (Eagle Lake), Sandy Creek Drive-In (Sheridan), Larry's Super Service (Garwood), Schulz General Store (New Ulm) and Weimar City Hall. Entry forms and fees can be turned in at the McDonald Properties @ 602 Walnut (Columbus) or mailed to the Colorado County Fair, P.O. Box 506, Columbus, TX 78934. All entries must be preregistered by Friday, September 5, 2008. Checks are to be made payable to the Colorado County Fair Association. Late entries will not be accepted. No exceptions.
11. Entries will be accepted in the H.E/Fine Arts Building at the Ag Complex on Wednesday, Sept. 10, 2008 from 3:00 p.m. to 6:30 p.m. Judging will begin at 9:30 a.m. Thursday, Sept. 11, 2008. The exhibit building will be closed to the public until 4:00 p.m. Thursday. All work must remain on exhibit until 5:00 p.m. Sunday, Sept.14, 2008.
12. Special rule for all photographs entered in the "Spirit of the Fair" Class, the exhibitor must agree to allow the Colorado County Fair Association to use their photo for publicity in fair programs, catalogs, newspapers, etc. if the association so desires.
13. Entries may be removed from the exhibit area between 5:00 p.m. and 6:00 p.m. on Sunday, Sept.14, 2008. Pictures of winners will be taken at 3:00 p.m.
14. Entries may be priced for sale, but must not be removed from exhibit earlier than 5:00 p.m. Sunday, September 14, 2008. 20 percent of the sale price will go to the Fair Association while the remaining 80 percent goes to the exhibitor.

POSTER CONTEST

CONTEST RULES:
1. Any student from grades K through high school (2008-09 school year) attending any Colorado County school is eligible.
2. Size: poster should be full size (22"x28") or half size (14"x22").
3. Posters should be done in color, using crayon, felt tip markers, tempera, etc.
4. No tracing, computer generated graphics or lettering allowed. Stencils may be used for lettering but no other tracing allowed.
5. These three things must appear on the front of the poster:

6. Subject matter to choose from can be any of the following: livestock, art, queen's contest, children's barnyard, parade, carnival, rodeo, contests, or any other fair activity.
7. Put your name, address, phone number, and school grade as of Sept. 1, 2008 on the back of your poster. No name may appear on the front.
8. Posters are due at the County Extension Office, 316 Spring Street, Columbus, by Friday, August 15, 2008.
9. Categories will be divided into K-3rd, 4th-6th, Junior High (7th-8th) and Senior High School.
10. A rosette will be presented to the poster selected Best of Show in each category. Others will receive blue, red and white ribbons.
11. Winning posters will be kept through the fair. Others may be picked up at the County Extension Office after August 29, 2008.
12. The purpose of the contest is to promote the County Fair. Students are asked to display their poster with a local business until the end of the fair. Students are responsible for picking up their own poster.
The Poster Committee reserves the right to display the winning posters together.

The 2008 Colorado County Fair Parade will be held in downtown Columbus on Saturday, Sept.13, 2008. Lineup starts at 8:00 a.m. with check-in taking place at the at the Columbus Elementary School tennis courts . Judging starts at 9:00 a.m. The parade is to begin at 10:00 a.m. sharp.
Registration forms must be in by Wednesday, September 10, 2008.

CHILDREN'S PET SHOW

RULES AND REGULATIONS:
1. Any child living in Colorado County or attending school in the county and who is between three years and 14 years of age is eligible to enter a pet.
2. All children participating in the Pet Show must be accompanied by a parent or guardian.
3. Animals must be owned by the exhibitor or by a member of the immediate family.
4. All pets must be on a leash or under other physical means of control. It will be at the discretion of the judges to excuse from the premises all difficult to control and/or vicious animals.
5. Female animals in season will not be allowed in the Pet Show.
6. All animals must be clean and well groomed. All cats and dogs should have a current rabies vaccination.
7. First, second and third place winners in each category will be presented ribbons.
8. All pets must be checked in at the Eddie Orange Livestock Building at the Ag Complex on Sunday, Sept. 14, 2008 at 2:30 p.m. Judging will begin at 3:00 p.m.
